so the cops build a description off what people saw. if you escape and change everything, does that description sit in the world somewhere or does it just time out like the old wanted level did
because if a description persists then you could theoretically be recognised later and that would be an amazing system. if it times out its just the old thing with extra steps

Your two outcomes are the right framing. A persistent description would be a genuinely new mechanic for an open world game. A timer would be the existing system with better presentation.
That would also explain why the profile is described as context aware rather than as a morality meter.
Persistent would also be miserable if it was not tuned carefully. Being recognised in a shop forty minutes later is great once and unbearable the fifth time.
