Asking because the choices comment makes it relevant. If decisions accumulate and the story is built for repeat playthroughs, a new game plus would be the obvious support for that.
Rockstar has never shipped one in a mainline GTA. RDR2 did not have one either. But neither of those games talked about repeat playthroughs in their marketing.
Late to this, but a chapter select would do most of what people want from new game plus and would be far easier to ship.
the thing is new game plus only makes sense if theres stuff you carry forward. in a game where the point is that choices went differently, carrying forward your money would ruin it
That is a genuinely good objection. In an RPG new game plus is power. In a narrative game it would be an obstacle to the thing you are replaying for.
Carrying over your garage would be fine though. Cosmetic and vehicle persistence without money or story state is the version that works.
