because if you can just swap to the passenger and shoot whenever you want thats a completely different way to do chases

It is presented as something you can do rather than a scripted beat. The switch is between the two protagonists, so if they are both in the vehicle you can take either role. What has not been shown is whether the one you leave drives competently or drives like an escort mission ally.
