It is confirmed to run on Series S so I know it is coming. But there is no performance information at all, no resolution, no frame rate, nothing about how the S version differs.
I cannot afford to upgrade before November. Am I going to be playing a version that looks like a different game or is that catastrophising

Catastrophising, but understandably. The S has shipped competent versions of every large open world game this generation, usually at a lower resolution with the same content. You will not be playing a different game.
What you will probably give up is resolution and possibly a performance mode. Nobody outside Rockstar knows more than that right now, and anyone telling you otherwise is guessing.
There is no performance information published for any version, so nobody can tell you what the S build looks like. What I would say is that it is a confirmed target platform, which means it is being built for, not ported to as an afterthought.
