like is it rdr2 honor where it changes some dialogue and a shop discount, or is it actually different missions and different endings. because those are wildly different promises and everyone is assuming the second one

The other relevant detail is that missions were described as having multiple approaches and multiple escape routes. That is not the same as branching narrative, but it is the mechanical groundwork for it. Rockstar has been building toward this since the RDR2 mission structure complaints.
This is a fair question and I do not think anyone can answer it yet. What was said is that some choices are immediate and some accumulate, and that it is built for repeat playthroughs. That last part is the interesting one, because you do not design for repeats if the differences are cosmetic.

The thing I keep thinking about is whether choices can change the relationship between Jason and Lucia. That would be the version of this system that actually matters.
