Do we think either of them narrates

Some games have a protagonist voiceover framing the story. Rockstar has never really done it in a GTA, though the Extended Look narration got close enough to make me wonder.

A story about two people looking back on what they wanted would work with it. It would also be a big tonal departure and there is no evidence for it at all. Asking mostly because I cannot stop thinking about that narration voice.
