Previous games had a browsable internet on a computer or a phone, with fake websites, adverts and occasionally story functions.
The phone here clearly does a lot. Apps, texting, calls, social feed, Snapmatic, WAINK, Ryde Me. What I have not seen is anything that looks like a general browser. Has anyone caught one?

It might have been absorbed into the social feed. A modern phone does not have a browser you visit, it has apps, and Rockstar are clearly modelling a modern phone rather than a 2013 one.
Which is also more depressing and therefore more accurate.
Nothing that looks like a general browser has been shown. The apps that have appeared are all task specific.

Coming to this from my app thread, that is the answer I could not find. There is no browser because there is no browser any more.
That is a better explanation than absence and it fits everything shown. The satire moved from fake websites to fake apps and a fake feed.
