Both stores let you buy as a gift, and the entitlement including the preorder bonus goes to whoever redeems it rather than to the purchaser.
The thing to watch is region matching. A gift bought on one regional store generally will not redeem on an account registered elsewhere, and that catches people out every single launch.
Worth noting the Vintage pack window runs to November 20, so as long as he redeems before then he keeps the bonus regardless of when you bought it.

In that case buy it on a store card in his currency and send him the card. That is the only method that reliably works across regions.
Seconding the store card approach. I have done the gift thing across regions twice and it failed both times.
