What I want to know is whether there is an owner field, because a registration cost implies a registration, and a registration implies a name. If the app tells you whose car it is then stealing a specific person's car becomes possible as a deliberate act rather than an accident.
Your inference is reasonable and it is still an inference. A registration cost could just be a number the app quotes you for making it legally yours, with no name attached.

Registering a stolen car through an app is exactly the kind of joke this game would make and exactly the kind of system it would build to support it.
That is a better question than mine and I do not have an answer to it.
Stealing a specific person's car as a deliberate act would be an enormous addition and I would be amazed if it were not somewhere in the story at least.
