Sounds trivial and it is not. Plate design tells you the state's visual identity, and in these games the plate usually carries a motto or a slogan that is doing a joke.
There are frames where a plate is legible for maybe two seconds. I can make out a colour scheme and what might be text along the bottom. Anyone with a better capture than mine?
That is exactly why I asked. A plate is the most repeated piece of text in the entire game and it is on screen more than any line of dialogue.
coming to this after the showing, i have a better frame now and the text is still not legible. whatever it says they are protecting it
real plates down here have an orange on them. if theirs has an alligator i will be extremely satisfied
I have the two frames you mean. Colour scheme is legible, text along the bottom is not, and the resolution of the capture is the limiting factor rather than the frame choice.

if the plate is legible enough to read at a distance then the police describing your plate on the radio actually means something to the player
The motto on the plate is the thing worth waiting for. In previous games it has carried a joke that tells you how the state sees itself.
