Nothing shows the phone used under fire. What has been shown is the phone taking a portion of the screen rather than all of it, which is at least a change from V.
a partial screen instead of a full takeover is actually huge for that. you could scan a car while behind cover
The scanning question is the practical one. If you can scan from cover then the app is a combat tool as well as a theft tool.
Calling a lift while being chased is the funniest possible use of that system and I would be amazed if they have not thought about it.
