genuine design question. every gta opens by teaching you to walk, drive and shoot with one character
with two, do you get taught twice? do you start as one of them and unlock the other? because if switching is available from minute one thats a lot to hand someone in the first ten minutes, and if it is not then the headline mechanic is locked behind a chapter

my guess is you start as one of them for a chapter and the switch is the reveal at the end of it. thats how you teach a mechanic and make it a story beat at the same time
It also explains the chapter language. If the map and the mechanics open in stages then the tutorial is not ten minutes, it is the first chapter.
V did exactly this. You play one character for a prologue and the switching arrives as a structural reveal rather than a tutorial line lol
a first chapter that is secretly a tutorial is the best version of a tutorial and rdr2 did it for six hours

which loops back to the question of who you play first, and if the switch is the reveal then it matters much more
