That is a useful distinction. Garage as owned space with any preorder, businesses as owned income with Ultimate. Two different tiers of the same idea.
The Vintage pack includes a garage, which comes with any preorder rather than with Ultimate, so owned space is not exclusively an Ultimate concept.
So property exists as a system and we do not know how much of it is buyable with in game money. That is a clearer answer than I expected.
