Serious question and I have not seen a straight answer. The state is huge. In V you had the freeway and that was basically it. Here you have an archipelago, wetlands you presumably cannot drive straight through, a national park in the north, and a city in the middle.
Have we seen anything that suggests fast travel, or a plane network, or is it all roads and boats. Ryde Me exists but that seems city scale.

Nothing confirmed on fast travel. Ryde Me is the only transport service shown and it reads as city scale like you said.
Worth noting RDR2 had trains and coaches and a camp based fast travel unlock, and this team clearly learned from that game. I would expect something, but there is no evidence for it yet.
RDR2 got this right. The fast travel existed but it was inconvenient enough that you mostly rode anyway. That is the balance.
Please no plane network. Half the joy of a Rockstar map is being annoyed at how far away everything is.
I am with you in principle but there is a difference between a satisfying drive and the twentieth time you cross the same bridge for a mission.
