every system that adds a step to something you do a thousand times has gone this way. remember when everyone loved the rdr2 looting animation for about two weeks
Adding that the app telling you if a car has an alarm before you touch it is friction removal, not friction. People keep leaving that half out.

occasional until the game asks you to do it for a mission, then it is mandatory and you are standing in a driveway with a slim jim
The RDR2 looting comparison is the strongest version of this argument and I still think it is wrong. Looting was mandatory and constant. Stealing a specific parked car is optional and occasional.
Mission required vehicles being locked would be a design mistake so basic that I would be surprised. The friction is almost certainly for opportunistic theft only.
