So either Leonida is not a one to one Florida, or Mount Kalaga is a hill with an ambitious name, which would be an extremely good joke and very much in keeping with everything else in this game. Has anything in the footage shown actual elevation?
Leonida is not a one to one Florida in any case. The regions are composites and the geography is compressed, which is what they did with San Andreas and with the RDR2 map.
A national park called Mount Kalaga where the mountain is four hundred feet tall is exactly the kind of joke they leave sitting there for six years without ever pointing at it.
Forested hill country with an overambitious name is both the most likely answer and the funniest one, which is usually how you know it is right.

The description mentions off road trails and hunting rather than climbing or peaks. That reads as forested hill country rather than actual mountain.
The one piece of footage evidence is that the road out of the city climbs before the tree cover changes. That supports elevation without supporting a mountain.
