Digital preorders are generally cancellable up until release on both stores, and refunds work the way they normally do. What I do not know is whether cancelling and rebuying later keeps you inside the Vintage pack window, which runs to November 20.

Digital preorders are cancellable up to release on both stores and the refund goes back the normal way.
On the Vintage pack question: the bonus is attached to a purchase made inside the window rather than to a continuous preorder, so cancelling and rebuying before November 20 should keep it. I have not done it personally and I would rather someone confirm than take my reading of the terms.
I switched from Standard to Ultimate in July, which meant cancelling and rebuying, and the pack showed on the new order. One data point but it is the exact case.
Worth adding that this only applies to digital. A physical preorder is a retailer relationship and their cancellation terms are their own.
