saw people saying hollow means the cops are looking but dont have you IDd yet. is that confirmed or is that someone guessing from one frame. because if thats real thats a huge deal for how chases work

It is stated, not guessed. Hollow stars indicate police are actively searching without a confirmed identification, and the description they are working from is built out of what witnesses, cameras and alarms actually saw. Change your appearance or your vehicle and that description stops matching.
The practical effect is that escaping is no longer only about distance. It is about breaking the description.
So the optimal play is to commit a crime in an outfit you never wear otherwise. Which is exactly what a real person would do and I love that the game rewards it.
breaking the description is such a good way to put it. thats a completely different game to just outrunning them
watch this be brilliant for ten hours and then you just keep a mask in the trunk permanently and it never matters again
The trunk storing spare clothes suddenly makes a lot more sense as a system now
