Density over size, every time
A smaller map where every block has something in it beats a huge one with filler. V got this right in Los Santos and got it wrong in the north. VI has a chance to fix that.

I would bet on three or four safehouses across the state rather than a dozen.
This is the correct take and I will not be arguing about it.
Water counts if you can drive a boat on it, and here you clearly can. So yes, it is bigger.
