Wanted levels explained for people who have never played one of these

Writing this for the newcomers group because I get asked and because I think about it constantly.

Old system: you do a crime, stars appear immediately, more stars means more police and worse police. You escape by getting away and staying out of sight until a timer runs down.

New system as described: a crime has to be seen and reported before police respond properly. What the witness saw becomes a description covering your face, your clothes and your vehicle. Hollow stars mean they are looking but do not know who they are looking for. You escape by breaking the description, not just by breaking away.

Six stars instead of five, so the top end goes higher. That is the whole thing.
