The Keys are going to be the most underrated part of this map and I will die on this hill

Everyone is looking at the Vice City skyline. Fine. But the thing that got me was the water between the Keys islands. Rockstar's own writeup calls those waters beautiful and dangerous, which is a very deliberate phrase.

In every previous GTA the water was a wall with a texture on it. Here it is a region with its own traversal, its own economy, and apparently its own hazards. Jason starts out there for a reason.

EDIT: to be clear I am not saying the city is bad. I am saying the archipelago is doing more work than people think.
