none of those are crime businesses. not one. theyre all the kind of small local thing two people open when they are trying to stop doing the other thing

rockstar sold that as bonus content and it is quietly the entire thesis of the game

Jason grew up around grifters and worked for drug runners. A man with that history wanting to own a body shop is the entire character in one purchase.

It also reframes the Ultimate edition entirely. That is not a bonus pack, that is the ending sold as downloadable content.
