jason, lucia, cal, boobie, dre quan, roxy, bae-luxe, raul, brian heder, lori, stefanie, wyman, dwnply. thats thirteen and some of those are barely more than a name. am i missing anyone with an actual official description

Your thirteen matches mine. I would separate them into people with a written character description, which is Jason, Lucia, Cal, Boobie, Dre'Quan, the two Real Dimez and Raul, and people who are only named, which is the rest.
Eight described characters before launch is roughly in line with what they did for V.
Late addition, but the ones who are only named are the more interesting group. Rockstar does not name someone in official material unless they turn up.
Wyman is the odd one out because he is named in edition copy rather than character material. Different document, different purpose.
Coming to this a month later, but Lori being named with no description at all is the one I keep thinking about.
