Nothing has been said about shutting it down and there is strong evidence pointing the other way. Preorders include a GTA plus month that credits into the current Online economy, including an in game cash deposit.
You do not build a preorder bonus around an economy you are switching off in November. That is not a promise, but it is the best signal available and it points at continued support.

They kept the previous game's Online running for years after V launched, and that was a smaller and less profitable operation. Thirteen years of infrastructure does not get switched off on a launch date.
