shes listed as brian heder's wife and thats basically all i can find. brian heder is the keys guy jason works around
rockstar does not put someone in the official character material to be a wife. so either she matters or shes there to make heder feel like a person. anyone found anything more

Wife of a named associate is all the official material gives. Nothing else exists that I can find.
Which supports the argument that the Keys are much bigger in the story than the small side area framing suggests.
The structural point stands though. The Keys strand has Jason, Heder, Lori and Cal in it. That is four named people in one region before the game has started, which is more than any other region has.

Every Jason connection runs through that region. His work, his friend, and now his friend's associate's wife. That is where his life is.
