It is Boobie Ike's club and I have seen it attached to Crosstown, which is described as a district in Vice City.
What I am trying to work out is whether Crosstown is a real named district with a location or whether it is a name in a bio that we have all decided is a district. There is a difference and I keep falling into that trap myself.
Strip club as a story hub rather than a distraction would be new for them. In V it was a minigame with a building around it.
Crosstown is a named district and the Jack of Hearts has been placed in it in official material rather than by inference. That one is safe.
