Nobody has asked the obvious question about the Keys

An island chain in real life is connected by bridges. Long ones, over open water, with nothing on either side.

Every discussion of the Keys here has been about boats. Nobody has asked what the road through them looks like, whether there is one continuous route, or whether some islands are boat only.

That single design decision determines whether the Keys are a region you drive through or a region you have to commit to entering, and those are completely different places to put a mission.
