Inland industrial and agricultural, a sugar refinery, a biker gang. That is the whole official description.
What I cannot place is whether inland means between the city and the park, or off to one side. The wetlands have to go somewhere too and geographically wetlands and sugar country tend to sit next to each other in real life.
Anyone got a better read than mine?

correct. big sugar is right up against the everglades and it is one of the reasons the everglades are in the state they are in. if rockstar knows that then ambrosia and grassrivers share a border and there is a story in it
Between the wetland and the coast is my guess, because that is where sugar country sits in real life and Rockstar has been unusually literal with the geography so far.
Rockstar has built an entire game around water rights before in everything but name. They will not have missed this.
That is the answer and it is better than anything I had. If they are next to each other then the refinery is not just an industry, it is a conflict.
Nobody discusses it because there is no footage. Give it three weeks.
