Is the VC Port a playable area or a skybox

Rockstar's own description calls it the cruise ship capital of the world, which is a lot of words to spend on scenery.

Ports in these games have historically been drivable industrial areas with containers and cranes. A cruise terminal is a different thing, with people and terminals and ships that are the size of buildings. If that is walkable it is one of the more distinctive spaces in the game. If it is a backdrop it is a wasted description.

Cruise ship capital of the world is doing specific work. Container ports are geometry. Cruise terminals are crowds, which is expensive, and you do not spend that on a backdrop.

A ship the size of a building that you can be on is one of the things this series has never done and the port description makes it sound possible.

cruise ships are the single most florida form of transport and putting them in the same game as a kayak is very funny to me

That was my instinct and I wanted a second opinion before saying it. A cruise terminal is a pedestrian space full of tourists, which is a completely different design problem to a dock.

Ports in these games have historically been where the good vehicles spawn and where the police response is worst. Both things at once.
