Trailer 1, Trailer 2, and now an extended look scheduled. That is three pieces of marketing.
Everybody keeps talking about Trailer 3 as though it is a known quantity. I cannot find any statement from Rockstar that one exists. Is the expectation based on anything other than the fact that GTA V had three?

No statement exists. The expectation is pattern matching to V, which had three, and to a general sense that a game this size gets a final trailer.
Worth noting the extended look is not a trailer and does not occupy the same slot. It is entirely possible we get a short cinematic trailer in November as the launch spot and everyone retroactively calls it Trailer 3.
A launch trailer is close to guaranteed. A third full trailer in the Trailer 1 and 2 mould is not, and those are being conflated constantly.
Trailer 3 when has been posted in this forum roughly nine hundred times about a thing that has never been announced.

That distinction is the answer to my question and I had not made it myself. Launch spot, near certain. Third trailer, invented by us.
