Every car in traffic is about twelve years old and that is a deliberate choice

Went through the street scenes counting what people are actually driving. Almost nothing is new. Sedans with a decade on them, pickups with rust, hatchbacks that have been repainted once.

GTA V's traffic skewed new and expensive because the fantasy was aspirational. The traffic here looks like the traffic in a real city where most people are driving something they bought used.

It has a mechanical consequence too. If the ambient cars are worthless then the app that tells you what a car is worth has something to say, and stealing a good one actually means something.

The mechanical consequence in your last paragraph is the part that makes this more than an art direction note. Worthless ambient traffic is what gives the valuation app something to say.

V's traffic was aspirational because V was about being rich. This is about wanting to be, which is a completely different relationship to what is parked outside.

I counted the same thing independently and got the same result. Almost nothing in ambient traffic reads as newer than about a decade old.

The app tells you what a car is worth. In a city of worthless cars that number is meaningful. In V it would have been noise.

the rust on the trucks is modelled per vehicle rather than being one texture, which is an insane amount of work for background cars

Twelve year old cars is also the correct texture for two people who cannot afford the life they want yet.
